Innovation starts here

The Toolbox is part of the North Carolina Court Appearance Project.

In August 2021, diverse stakeholder teams from New Hanover, Orange, and Robeson Counties began exploring policy solutions to promote court appearances and better responses to non-appearances. Using local court and jail data, teams reflected on court procedures and identified key areas for change.

Their innovative solutions are summarized in the Phase I Project Report.

In Phase II, county teams worked to implement priority policy initiatives and share their work with other stakeholders, and the project’s research team collected examples of policy initiatives implemented elsewhere in North Carolina and across the nation. This Toolbox represents all of that work, sharing off-the-shelf tools that can be adapted to any jurisdiction.

We thank our North Carolina partners for their important contribution to this work. We also thank the many stakeholders and researchers across the country who developed initiatives or executed research that we reference here. A list of all the external resources included in this toolbox can be found in our Master Resource List.

This work is supported by The Pew Charitable Trusts.
